A new ministry has opened on the prosperity path, just past the Ministry of Industry. Like every ministry, it makes you pick a side. Two candidates, one chair, 2 Authority and 100 credits a week either way.
Instructor Vayle trains your spies twice as fast. Every drill counts double, so your agents climb the ranks in half the time.
Attaché Sable makes sure your caught spies are never identified. The agent is still lost, but the empire that caught them never learns who sent them, never sees their name, rank or mission, and never earns the right to strike back at you.

Building cannot be purchased with ore, and destroys once the planet changes ownership.
